Mr Charles Micallef was born at Birkirkara and received his secondary education at the Malta Lyceum. He perused his studies at the Malta College of Arts, Science and Technology where he obtained the professional qualification of the British Institute of Chartered Secretaries and Administration (ACIS). He successfully completed a course leading to the British Diploma in Marketing (Dip.M). He is also in procession of the Ordinary Certificate in a business Studies (ONC) and Higher Certificates in Business Studies (HNC). Mr Micellef also possesses the qualification of the Malta Institute of Certified Secretary and Administration (CSA). Mr Micelle is an Associate Member of the Malta Institute of Management
Mr Micallef joined the Malta Public Service in 1966 as a clerk and was promoted to the grade of Clerical Officer, after being successful in an entry competitive examination. He was appointed Administrative Officer having been successful in the first recruitment of graduates to this position.
In 1979 Mr Micallef was one of four officers who were selected from within the Public Service to go and study Computer Systems and Design at the Polytechnic of Central London, England. At the end of the month course he obtained the National Computing Certificate (NCC).
From 1980 to 1987 Mr Micallef was responsible for the computerising of number manual systems within the Department of Social Services notably the analysis, design and implementation of a fully computerised Children’s Allowance System.
In 1987 he joined the Parliamentary Secretariat for Maritime Affairs and two years later he moved to the Ministry for Social Policy as Desk Officer for Social Security. He was one of Malta’s representatives on Social Affairs Committee of the Council of Europe for a number of years.
In 1997, Mr Micallef was appointed Director of the Joint Office – an office which deals with property passed by the Church in Malta to the Malta Government.
In 1999 he became Director of the Civil Registration Department during which time the digitised passport was introduced in Malta. A Quality Service Charter was also launched for the Passport Section within the same Department. He was was appointed Director General and Registrar, Courts of Justice, being responsible for five Directorates within the Division, Courts of Justice.
In November 2004 he was appointed Director General Land & Public Registry Division. Mr Micallef is the designate Registrar General of the Central Registry Office which will be established at the end of 2005,
Mr Charles Micallef is married to Carmen nee’ Camenzuli. They have two children, Mark and Maria.
