Mr Natalino Attard BA LP MagJur(Eur Law) MBA(Henley) Director (Local Government)
Natalino Attard joined the Public Service in 1978. During his public service career he served with the Department of Social Security, the Office of the Attorney General, the Staff Development Organisation (SDO), the Internal Audit and Investigations Department (IAID) and the Department for Local Government.
Mr Attard was Manager (Legal Section) within the Department for Local Councils during the first five years from the setting up of the Department and after an interval of five years during which time he served within the SDO, the IAID and a three-month stage in DG OLAF (Anti-Fraud Office) of the European Commission, Brussels, he returned to the Department for Local Government as Director in November 2003. The change in Department’s designation was effected at his instigation and in order to signify Government’s commitment to local government in Malta.
Mr Attard studied at the University of Malta, where he obtained the Diploma of Legal Procurator, BA in socio-legal studies and a Masters in European and Comparative Law. He also obtained his MBA from Henley Management College (UK). Mr Attard also attended courses abroad on public administration. These included studies at the International Institute of Public Administration in Paris, the Scuola Superiore dell’Amministrazione dell’Interno in Rome and the European Institute of Public Administration in Maastricht where he was the first Maltese public officer to deliver presentations on Malta’s Audit Trail in connection with EU funds. He is also a part-time lecturer at the University of Malta on the subject of Local Administration.
Natalino Attard is married to Marvic, nee Gialanze’, and they have two children, Sarah and Martha.
