MAGISTRATE DR. SILVIO MELI LL.D., Dip. Stud. Rel., Dip. Can. Matr. Jur. & Proc., cert. Jur. & H.R. (Strasbourg); P.G. Dip. European Competition Law (King's College, London), P.G. Dip. European Law (King's College, London).

Silvio Meli received his primary education at “Mater Boni Consiglii” School, and his secondary education at the “St. Joseph’s High School” both at Paola. He continued his pre-university studies at the “Junior College”, Valletta. At university he read Economics, Sociology, Philosophy and History of Mediterranean Civilization successfully obtaining his B.A. (General) (Part 1) with distinction. He later received his Doctorate in Law from the same university.

He furthered his studies at the Faculty of Theology, Malta, where he read Philosophy and Theology;
at the Ecclesiastical Tribunal of Malta where he read Canonical Marriage Jurisprudence and Procedure; at Strasbourg where he read Jurisprudence and Human Rights; at King’s College, University of London, where he read European Community Competition Law; and again at King’s College, University of London, where he read European Community Law.

He served as Senior Counsel for the Republic for a number of years and was appointed Magistrate in 1990. He presides over Courts of Magistrates in their Civil and Criminal Jurisdictions and he served also as President of the following Judicial Tribunals:
- Board of Special Commissioners for Duty on Documents and Transfers;
- Board of Special Commissioners for Death and Donation Duty.
At present he also serves as the President of the Juvenile Court and The Commission for Fair Competition.

He has conducted or participated in several Commissions and Boards of Inquiry amongst which are those leading to the setting-up of Local Councils in Malta, 1989; the Reform of Lease Legislation and Drug and Alcohol Abuse, 1993. He also reported on Riots in the Maltese Prisons, 1993; Corruption in the Planning Authority and the Educational set-up of pre-University Tuition in Malta. He also rendered gratuitous services as the President of the National Commission of Drug and Addictive Behaviour; was Malta’s Permanent Correspondent at the Pompidou Group at the Council of Europe and is Member of the Commission for the Administration of Justice, Malta. He is also a member of the International Competition Network and of the International Association of Youth and Family Judges and Magistrates.

He also served as a member of the Multidisciplinary Group on Corruption of the Council of Europe where he has contributed in the drafting of the Criminal Law Convention Against Corruption, Convention No. 173 and the Civil Law Convention Against Corruption, Convention No. 174, together with the Draft Model Code of Conduct for Public Officials. He was even elected to serve on the Bureau of the Group.

He has also delivered various lectures and submitted written contributions for publication, both locally and abroad, on the following subjects:
- "The Rights, Duties and Responsibilities of Teachers".

- "Juvenile Justice: Thoughts for Reform" : 1999.

- "The Legal System of Malta - A Brief Historical Survey" : 2000.
- "Overview of the Decisions of the Commission for Fair Trading" : 2000.
- "Sources and Legal Framework of European Community Legislation" : 2000.
- "The Law": Basic Legal Concepts and the Philosophy of Law: 2000.
- "The Institutional Set-up of the European Community and the Concept of Separation of
Powers" : 2000.
