Ministry for Justice and Home Affairs

For the purposes of the Local (Wardens) Enforcement System, 10 Local Tribunals were established by Legal Notice 32/2000, Local Councils (Delegation of Enforcement) Order, 2000 and according to the Commissioners of Justice Act: "The sittings shall be held in such place or places designated as Local Tribunals by the Minister (for Justice).

Each designated Tribunal serves as group of Local Councils as indicated in the table below and the Tribunals are presided by a Commissioner of Justice. Commissioners of Justice have the functions and powers assigned to them by the Commissioners of Justice Act or under the Local Councils Act.

The functions of Commissioners of Justice include:

(a) the consideration of any charge brought before them by the Executive Police or by Local Councils under the Local Councils Act;

(b) to hear witnesses on oath or affirmation and to examine such evidence as may be produced before them;

(c) to determine whether, on the evidence so produced, the scheduled offence specified in the charge has or has not been proved to have been committed by the person charged;

(d) to impose such penalty in accordance with the legal provisions of the relative Act.

The Local Tribunals offices are situated as indicated below. In these Tribunals the Commissioners of Justice hear charges for scheduled offences committed in the localities of the relevant Councils in each case:-
